Phil Soucy to speak at EAA 186 April Membership Meeting

About Phil Soucy
Phil Soucy is Co-Founder of Modern Technology Solutions, Inc (MTSI). MTSI is an Alexandria, Virginia based aerospace engineering services company providing systems engineering, mission analysis and flight test support to several Department of Defense, Homeland Security, NASA and intelligence community advanced technology programs. MTSI employs a technical staff of over 600 engineers and scientists with operating locations throughout the US.

Prior to co-founding MTSI in 1993, Phil served for 20 years with the US Air Force in a wide range of operational and high technology systems evaluation positions. During his last assignment he served in the Pentagon where he headed the Air Force’s “Low Observable Red Team”, and was responsible for independently assessing and testing the survivability and effectiveness of all low observable (stealth) vehicles.
As a rated navigator he has over 2000 hours of flight experience in 30+ different aircraft ranging from the F-4 Phantom fighter to the world’s fastest aircraft the Mach 3+ SR-71.

Phil received his BSME from Norwich University in 1973 and has master degrees in Systems Management from the University of California (1977), and in Mechanical Engineering from the University of Idaho (1987). He is also a graduate of the US Air Force Test Pilot School at Edwards Air Force Base.

Phil is a member of the Board of Trustees at Norwich University. He is also involved with several other non-profit organizations. He is a docent at the Smithsonian’s National Air and Space Museum – Udvar-Hazy Center

Phil is an active general aviation pilot and aircraft owner. He is an instrument rated pilot with commercial single and multi-engine pilot certificates. His PA-46 Piper Mirage is based at Leesburg VA.

Phil and his wife Peggy are from St. Johnsbury Vermont, they currently reside in Springfield, Virginia.
