He is also involved in the local training program and helps maintain the forecast generation software. Andrew started his career as a student intern at NWS Western Reg ion Headquarters in Salt Lake City before transitioning to a full time pos ition at the Wilmington\, OH forecast office. He earned a B.S. in Meteorol ogy from NC State University and an M.S. in Atmospheric Sciences from the University of Utah.
\nThe presentation will provide a brief overview of the National Weather Service and how it supports the aviation communit y through forecasts and decision support briefings. \nAndrew is a Civilian Pilot with the Fairfax Count y Police Helicopter Division. Andrew shares with us what it is like to be a law enforcement pilot in the highly secured\, restricted airspace around Washington\, DC. Among other topics\, he also talks a bit about the dual role of the FCPD Helicopter Division and why the Covid-19 pandemic has mad e his airspace more interesting to fly in.
\nCan you tell me a little bit about your current position?
\nI am a Civilia n Pilot with the Fairfax County Police Helicopter Division located in the Washington DC\, Metropolitan area. Our Division has temporarily relocated out of the Manassas Airport (HEF) as our private heliport located in the D ulles International Airport surface area is currently undergoing a major r enovation. My primary duty is as a Line Pilot performing Law Enforcement a nd Medevac missions. I also serve as the Division Aviation Safety Officer.
\nHow long have you been a law enforcement pilot\, and what did you do prior to this?
\nI joined the Division back in September of 2010. Flying helicopters is a second career for me. My father taught me the love of aviation from a very young age. Prior to flying ful l time I was in the Telecom sector supporting various Government clients. I built much of my initial time as an instructor\, mostly on the weekends. I was fortunate enough to land an ENG job with about 500 hours under my b elt. I’m very lucky as I have never left my hometown for a helicopter job.
\nCan you tell me a little about your flight education path ?
\nI spent many hours flying with my father as a kid. I ha d always wanted to be a Naval Aviator but I knew from a young age that it would not be possible because of my less than perfect eyesight. I finally got serious with obtaining my certificates in my early 20’s. I got my SEL and SES and then moved over to Rotorcraft. I worked full time at a desk jo b and flew any time I could\, weekends and after work. I had purchased a h ome and rented a few of the rooms out to some college buddies and used tha t extra money to fund my flight lessons. My training was through various s chools in the area and finally in about 2006 I had my CFI-H in helicopters . Most of my initial flight time was in the R22 and R44 model of helicopte rs.
\nHow many hours do you currently have\, and what rating s do you have?
\nCurrently I am a Commercial Pilot Rotorcra ft Helicopter\, Single Engine Land / Sea. I also have my CFI-I in Rotorcra ft and a CFI Single Engine Land / Sea. I have an instrument rating in both airplanes and helicopters. I also have an FAA Night Vision Goggle Instruc tor endorsement. I have just about 4000 hours in helicopters and just over 1000 hours in airplanes.
\nWhat draws you to law enforcemen t aviation as opposed to some other type of flying?
\nI enj oy the fact that we get to help those Officers on the ground. We are just a tiny cog in the wheel but it’s the ability to take some pressure off the Officers on the ground. Law Enforcement aviation is a true force multipli er. Our mission also has a medevac component. I love how the day is varied \, I can be up flying and trying to find a missing person or looking for a robbery suspect then switch over to the medevac role immediately. No day is the same.
\nWhat is the most satisfying part of the work you do?
\nThis may sound corny\, but I do genuinely enjoy h elping people. From time to time\, patients that I have flown will come vi sit and that is very special to reconnect with those folks. Most of the ti me I do not get to see what is going on in the back of the helicopter. It’ s nice to know that maybe you contributed to someone being able to come ho me and see their loved ones again. That applies to both the medevac and th e law enforcement mission.
\nWhat type of aircraft do you fl y for work and what other types of aircraft have you flown?
\nThe Fairfax County Police Helicopter Division operates two identical Be ll 429 Global Rangers. Our Division was the first multi mission operator o f the 429. We upgraded to the 429’s in 2012 and were previously flying the Bell 407. I have time in R22/R44 as well as Bell 206B and 206L4 models of helicopters. I have flown countless types of single engine airplanes for fun. I currently own a PA-18 Super Cub that I love flying with my children . I would like to get amphibious floats for my Super Cub someday.
\nWhat is your favorite thing about flying the aircraft you currentl y fly for work?
\nThe Bell 429 is SPIFR certified. While IF R is not part of our mission profile it is a nice feature to have. Pilots in our Division routinely rely on the autopilots to fly the aircraft durin g high workload periods. The 429 is a smooth and stable platform for the l aw enforcement mission with twin engine reliability.
\nCan y ou tell me something interesting about your aircraft?
\nThe 429 has a 104% switch that we use for take-off and landing. When the swit ch is engaged the Rotor RPM bumps up to 104%. This is a safety feature in case we lose an engine. It allows us to droop the rotor system and pull in extra power in the event of an engine failure on take-off or landing.
\nWhat is your favorite type of mission to fly?
\n< p>Vehicle pursuits are the most fun and challenging. Once we are overhead it allows officers to maintain a safe speed while they are engaged on the ground. This also increases safety for the general public. It is typically a very dynamic mission that provides numerous challenges whether it’s fly ing the aircraft to keep the suspect vehicle in the camera system to worki ng with ATC in our very busy metropolitan area.\nWhere is y our favorite place or time of day\, to fly for work?
\nI pr efer night time flying. I really enjoy flying under NVG’s because of the a dded safety they provide. Our Division flies NVG’s equipped with White Pho sphorus tubes. Plus\, it’s a much cooler temperature and the airspace is m uch less crowded!
\nHave you gone through any special traini ng or do you maintain any special skills?
\nAll of our Divi sion Pilots attend Initial and Recurrent training at the Bell Helicopter T raining Academy in Hurst\, Texas. We go at least once a year. The Division also conducts internal training such as Instrument Proficiency\, NVG Chec k flights and Emergency Procedures check flights. Our pilots are also very much involved with the training of new TFO’s who join the unit.
\n< strong>What was your most memorable flight?
\nMy most memor able flight was also my worst\, I medevac’d an officer who was shot on her first day on the job. Tragically\, she ended up succumbing to her injurie s. – That flight is one that I will never forget.
\nWhat are your two favorite airports or helipads to fly into and why?
\nMost of our service area is located within the Washington DC Flight R estricted Zone. During the Covid 19 pandemic commercial air travel has sig nificantly slowed. This has allowed us to fly approaches into DCA and IAD since the airspace is significantly less crowded. I’ve really enjoyed havi ng these two large airports to myself!
\nWhat are some uniqu e aspects about your unit or the region in which you fly?
\nOur service area is located within the Washington DC Flight Restricted Zo ne. This is arguably the most restricted airspace on the planet. It is a p rivilege to be part of a unit that successfully flies in this airspace on a daily basis.
\nWhat is the best advice you’ve received ove r the years?
\nYou have to be humble and you have to be abl e to take criticism. To be a successful pilot and a successful person in l ife you must accept and admit when you are wrong and learn from it. Then o nce you learn from it\, teach others. There is no room for egos in aviatio n.
\nWho has been a mentor or role model for you? p>\n
My parents have supported me from day one. My mother is afraid of f lying and I’m pretty sure she was not that excited when I moved from the d esk job to the cockpit but she supports me no matter what. My father taugh t me my love for flying. It was a great way for us to spend a ton of time together on weekends. My wife is also extremely supportive. Law Enforcemen t pilots work long hours and are often away from home overnight. I have th ree wonderful kids and I couldn’t do this job without the support from her .
\nWhat is one of the biggest challenges you’ve faced in yo ur career and how did you overcome it?
\nMy biggest challen ge was actually committing to my helicopter career. It was a very big chan ge for me personally and financially. I probably could have started flying professionally earlier but I don’t think I was mature enough. Once I comm itted to it\, I never looked back. You have to be into this profession 100 % all of the time. The minute you are bored and complacent it’s time to ma ybe think about moving on.
\nAre there any other pilot relat ed skills or ratings that you personally would like to develop at some poi nt in the future?
\nI’ve always had a love of Alaska. My fa ther and I used to go up to Alaska quite a bit as he worked for an Anchora ge based company. I truly love it up there and could see myself with a fly ing job up there one day. I have a Seaplane rating that I would love to pu t to use one day.
\nWhat advances in aviation are you person ally most excited to see over the next decade or two\, and why? p>\n
The resurgence of the Single Engine IFR Helicopter as an accepted p latform is excellent. I have been genuinely impressed with the Bell 407GXi . This has been a long time coming and it is nice to see these aircraft ga ining greater acceptance.
\nWhat advice do you have for peop le wanting to get into law enforcement aviation?
\nWork har d\, be humble. As a Law Enforcement pilot\, you will spend more time with your crew members in the ready room than you will in the cockpit. If you a re a loner or an introvert you may not fit well within the organization. G o out and visit the various flight programs and ask the pilots what they h ave done to be successful.
\nWhat is one thing you always br ing with you on every flight?
\nI bring a clear and focused mind. I have to come home at the end of every shift – Period.
\nI would tell myself that it is OK to sa y “No”. The older I get\, the more I say “No”. I’m not sure if it is exper ience or maturity. When I was younger\, I might have pushed the weather. I n all my years\, I have never ever been questioned about my reason for tur ning down a flight. It’s also ok to turn down a flight for reasons other t han weather. Just recently\, I declined a flight at the end of a very long and busy duty period as I was quite fatigued. Always trust your gut.

\nWhat is 3D Printing?
\n3D printing or additiv e manufacturing is a process of making three dimensional solid objects fro m a digital file.
\nThe creation of a 3D printed object is achieved using additive processes. In an additive process an object is created by l aying down successive layers of material until the object is created. Each of these layers can be seen as a thinly sliced cross-section of the objec t.
\n3D printing is the opposite of subtractive manufacturing which is cutting out / hollowing out a piece of metal or plastic with for instan ce a milling machine.
\n3D printing enables you to produce complex s hapes using less material than traditional manufacturing methods.
\nBrian is planning to discuss how he has used 3D printing for his project a nd do a live design session for some drill guides.

Chris Mayer will give a presentation about the Ra ted Preparatory Program.
\nChris earned his pilot certificate in 19 83 and has been an active pilot since then\, despite a non-flying Army car eer that frequently took him away from his passion. He has been an EAA mem ber since 2002 and a member of the EAA’s Warbirds of America since 2017\, when he acquired his 1967 combat veteran O-2A. If you haven’t seen it at o ur Young Eagle rallies\, you may have seen it fly in local air shows or in the Warbirds portion of the AirVenture airshow. Chris has also been a pil ot for the US Air Force Auxiliary\, the Civil Air Patrol\, since 1990 and currently serves as instructor pilot\, cadet orientation pilot\, and check pilot examiner.
\nThe Rated Preparatory Program (RPP) is one method the USAF uses to address the ongoing pilot shortfall. This program provid es officer and enlisted airmen an opportunity to gain and strengthen basic aviation skills to make them competitive for selection for Undergraduate Flight Training Airmen selected for the program complete a self-paced grou nd school and then attend a one-week aviation skills training program cond ucted by the Civil Air Patrol and mentored by USAF officers from Air Comba t Command and Air Education and Training Command. The goals of RPP are to offer airmen new opportunities for pilot or aircrew qualification and to h elp assist these airmen in understanding the language of aviation and deve loping the spatial and motor skills proven to predict success in USAF Unde rgraduate Flight Training.
