Andrew Snyder is the aviation program leader and one of five lead met eorologists at the National Weather Service Baltimore/Washington forecast office. He is also involved in the local training program and helps mainta in the forecast generation software. Andrew started his career as a studen t intern at NWS Western Region Headquarters in Salt Lake City before trans itioning to a full time position at the Wilmington\, OH forecast office. H e earned a B.S. in Meteorology from NC State University and an M.S. in Atm ospheric Sciences from the University of Utah.
\nThe presentation wi ll provide a brief overview of the National Weather Service and how it sup ports the aviation community through forecasts and decision support briefi ngs. Among other topics\, he also talks a bit about the dual role of the FCPD Helicopter Division and why th e Covid-19 pandemic has made his airspace more interesting to fly in.
\nCan you tell me a little bit about your current position?
\nI am a Civilian Pilot with the Fairfax County Police Helicop ter Division located in the Washington DC\, Metropolitan area. Our Divisio n has temporarily relocated out of the Manassas Airport (HEF) as our priva te heliport located in the Dulles International Airport surface area is cu rrently undergoing a major renovation. My primary duty is as a Line Pilot performing Law Enforcement and Medevac missions. I also serve as the Divis ion Aviation Safety Officer.
\nHow long have you been a law enforcement pilot\, and what did you do prior to this?
\nI joined the Division back in September of 2010. Flying helicopters is a sec ond career for me. My father taught me the love of aviation from a very yo ung age. Prior to flying full time I was in the Telecom sector supporting various Government clients. I built much of my initial time as an instruct or\, mostly on the weekends. I was fortunate enough to land an ENG job wit h about 500 hours under my belt. I’m very lucky as I have never left my ho metown for a helicopter job.
\nCan you tell me a little abou t your flight education path?
\nI spent many hours flying w ith my father as a kid. I had always wanted to be a Naval Aviator but I kn ew from a young age that it would not be possible because of my less than perfect eyesight. I finally got serious with obtaining my certificates in my early 20’s. I got my SEL and SES and then moved over to Rotorcraft. I w orked full time at a desk job and flew any time I could\, weekends and aft er work. I had purchased a home and rented a few of the rooms out to some college buddies and used that extra money to fund my flight lessons. My tr aining was through various schools in the area and finally in about 2006 I had my CFI-H in helicopters. Most of my initial flight time was in the R2 2 and R44 model of helicopters.
\nHow many hours do you curr ently have\, and what ratings do you have?
\nCurrently I am a Commercial Pilot Rotorcraft Helicopter\, Single Engine Land / Sea. I al so have my CFI-I in Rotorcraft and a CFI Single Engine Land / Sea. I have an instrument rating in both airplanes and helicopters. I also have an FAA Night Vision Goggle Instructor endorsement. I have just about 4000 hours in helicopters and just over 1000 hours in airplanes.
\nWhat draws you to law enforcement aviation as opposed to some other type of fl ying?
\nI enjoy the fact that we get to help those Officers on the ground. We are just a tiny cog in the wheel but it’s the ability t o take some pressure off the Officers on the ground. Law Enforcement aviat ion is a true force multiplier. Our mission also has a medevac component. I love how the day is varied\, I can be up flying and trying to find a mis sing person or looking for a robbery suspect then switch over to the medev ac role immediately. No day is the same.
\nWhat is the most satisfying part of the work you do?
\nThis may sound corny\ , but I do genuinely enjoy helping people. From time to time\, patients th at I have flown will come visit and that is very special to reconnect with those folks. Most of the time I do not get to see what is going on in the back of the helicopter. It’s nice to know that maybe you contributed to s omeone being able to come home and see their loved ones again. That applie s to both the medevac and the law enforcement mission.
\nWha t type of aircraft do you fly for work and what other types of aircraft ha ve you flown?
\nThe Fairfax County Police Helicopter Divisi on operates two identical Bell 429 Global Rangers. Our Division was the fi rst multi mission operator of the 429. We upgraded to the 429’s in 2012 an d were previously flying the Bell 407. I have time in R22/R44 as well as B ell 206B and 206L4 models of helicopters. I have flown countless types of single engine airplanes for fun. I currently own a PA-18 Super Cub that I love flying with my children. I would like to get amphibious floats for my Super Cub someday.
\nWhat is your favorite thing about flyi ng the aircraft you currently fly for work?
\nThe Bell 429 is SPIFR certified. While IFR is not part of our mission profile it is a n ice feature to have. Pilots in our Division routinely rely on the autopilo ts to fly the aircraft during high workload periods. The 429 is a smooth a nd stable platform for the law enforcement mission with twin engine reliab ility.
\nCan you tell me something interesting about your ai rcraft?
\nThe 429 has a 104% switch that we use for take-of f and landing. When the switch is engaged the Rotor RPM bumps up to 104%. This is a safety feature in case we lose an engine. It allows us to droop the rotor system and pull in extra power in the event of an engine failure on take-off or landing.
\nWhat is your favorite type of mis sion to fly?
\nVehicle pursuits are the most fun and challe nging. Once we are overhead it allows officers to maintain a safe speed wh ile they are engaged on the ground. This also increases safety for the gen eral public. It is typically a very dynamic mission that provides numerous challenges whether it’s flying the aircraft to keep the suspect vehicle i n the camera system to working with ATC in our very busy metropolitan area .
\nWhere is your favorite place or time of day\, to fly for work?
\nI prefer night time flying. I really enjoy flying under NVG’s because of the added safety they provide. Our Division flies N VG’s equipped with White Phosphorus tubes. Plus\, it’s a much cooler tempe rature and the airspace is much less crowded!
\nHave you gon e through any special training or do you maintain any special skills?
\nAll of our Division Pilots attend Initial and Recurrent train ing at the Bell Helicopter Training Academy in Hurst\, Texas. We go at lea st once a year. The Division also conducts internal training such as Instr ument Proficiency\, NVG Check flights and Emergency Procedures check fligh ts. Our pilots are also very much involved with the training of new TFO’s who join the unit.
\nWhat was your most memorable flight?
\nMy most memorable flight was also my worst\, I medevac’d an officer who was shot on her first day on the job. Tragically\, she ended up succumbing to her injuries. – That flight is one that I will never forg et.
\nWhat are your two favorite airports or helipads to fly into and why?
\nMost of our service area is located within the Washington DC Flight Restricted Zone. During the Covid 19 pandemic co mmercial air travel has significantly slowed. This has allowed us to fly a pproaches into DCA and IAD since the airspace is significantly less crowde d. I’ve really enjoyed having these two large airports to myself!
\nWhat are some unique aspects about your unit or the region in whic h you fly?
\nOur service area is located within the Washing ton DC Flight Restricted Zone. This is arguably the most restricted airspa ce on the planet. It is a privilege to be part of a unit that successfully flies in this airspace on a daily basis.
\nWhat is the best advice you’ve received over the years?
\nYou have to be hu mble and you have to be able to take criticism. To be a successful pilot a nd a successful person in life you must accept and admit when you are wron g and learn from it. Then once you learn from it\, teach others. There is no room for egos in aviation.
\nWho has been a mentor or rol e model for you?
\nMy parents have supported me from day on e. My mother is afraid of flying and I’m pretty sure she was not that exci ted when I moved from the desk job to the cockpit but she supports me no m atter what. My father taught me my love for flying. It was a great way for us to spend a ton of time together on weekends. My wife is also extremely supportive. Law Enforcement pilots work long hours and are often away fro m home overnight. I have three wonderful kids and I couldn’t do this job w ithout the support from her.
\nWhat is one of the biggest ch allenges you’ve faced in your career and how did you overcome it?
\nMy biggest challenge was actually committing to my helicopter car eer. It was a very big change for me personally and financially. I probabl y could have started flying professionally earlier but I don’t think I was mature enough. Once I committed to it\, I never looked back. You have to be into this profession 100% all of the time. The minute you are bored and complacent it’s time to maybe think about moving on.
\nAre there any other pilot related skills or ratings that you personally would like to develop at some point in the future?
\nI’ve always had a love of Alaska. My father and I used to go up to Alaska quite a bit as he worked for an Anchorage based company. I truly love it up there and could see myself with a flying job up there one day. I have a Seaplane rat ing that I would love to put to use one day.
\nWhat advances in aviation are you personally most excited to see over the next decade o r two\, and why?
\nThe resurgence of the Single Engine IFR Helicopter as an accepted platform is excellent. I have been genuinely imp ressed with the Bell 407GXi. This has been a long time coming and it is ni ce to see these aircraft gaining greater acceptance.
\nWhat advice do you have for people wanting to get into law enforcement aviation ?
\nWork hard\, be humble. As a Law Enforcement pilot\, you will spend more time with your crew members in the ready room than you wi ll in the cockpit. If you are a loner or an introvert you may not fit well within the organization. Go out and visit the various flight programs and ask the pilots what they have done to be successful.
\nWhat is one thing you always bring with you on every flight?
\nI bring a clear and focused mind. I have to come home at the end of every shift – Period.
\nIf you were able to do so\; what advice wo uld “5000 hour you\,” give to “40 hour you?”
\nI would tell myself that it is OK to say “No”. The older I get\, the more I say “No”. I’m not sure if it is experience or maturity. When I was younger\, I might have pushed the weather. In all my years\, I have never ever been questio ned about my reason for turning down a flight. It’s also ok to turn down a flight for reasons other than weather. Just recently\, I declined a fligh t at the end of a very long and busy duty period as I was quite fatigued. Always trust your gut.

\nWhat is 3D Printing?
\n3D printing or additive manufacturing is a process of making three di mensional solid objects from a digital file.
\nThe creation of a 3D printed object is achieved using additive processes. In an additive proces s an object is created by laying down successive layers of material until the object is created. Each of these layers can be seen as a thinly sliced cross-section of the object.
\n3D printing is the opposite of subtr active manufacturing which is cutting out / hollowing out a piece of metal or plastic with for instance a milling machine.
\n3D printing enabl es you to produce complex shapes using less material than traditional manu facturing methods.
\nBrian is planning to discuss how he has used 3D printing for his project and do a live design session for some drill guid es.

Chris Mayer will give a presentation about the Rated Preparatory Program.
\nChris earned his pilot certificate in 1983 and has been an active pilot since then\, de spite a non-flying Army career that frequently took him away from his pass ion. He has been an EAA member since 2002 and a member of the EAA’s Warbir ds of America since 2017\, when he acquired his 1967 combat veteran O-2A. If you haven’t seen it at our Young Eagle rallies\, you may have seen it f ly in local air shows or in the Warbirds portion of the AirVenture airshow . Chris has also been a pilot for the US Air Force Auxiliary\, the Civil A ir Patrol\, since 1990 and currently serves as instructor pilot\, cadet or ientation pilot\, and check pilot examiner.
\nThe Rated Preparatory Program (RPP) is one method the USAF uses to address the ongoing pilot sho rtfall. This program provides officer and enlisted airmen an opportunity t o gain and strengthen basic aviation skills to make them competitive for s election for Undergraduate Flight Training Airmen selected for the program complete a self-paced ground school and then attend a one-week aviation s kills training program conducted by the Civil Air Patrol and mentored by U SAF officers from Air Combat Command and Air Education and Training Comman d. The goals of RPP are to offer airmen new opportunities for pilot or air crew qualification and to help assist these airmen in understanding the la nguage of aviation and developing the spatial and motor skills proven to p redict success in USAF Undergraduate Flight Training.

Our Februar y speaker is Joe Bechtold. He built a Kitfox\, now on floats. He brought it to a recent Chapter gathering after starting his morning with a few wat er landings at Lake Anna. He has a riveting story of many adventures flyi ng all over the country into short fields\, high elevations\, etc\, and of all places was tipped over by jet blast at Orlando Intl. His story inclu des dealing with the FBO\, insurance company and rebuilding.

Our speak er this Saturday will be Chapter 186 member and Designated Airworthiness R epresentative (DAR) Darrel Watson. He will discuss Task Based Flight Test s for amateur built aircraft. The FAA and EAA cooperated to develop this new alternative to the standard 25 or 40-hour flight testing requirement f or amateur-built aircraft. Darrel flies his Kitfox and is currently on h is third aircraft build.
